Exemptions - Registration & Notification 

The Convention allows Parties to register specific exemptions for a limited period of time, pursuant to Article 4 or as listed in the relevant parts of Annex A or B.

Registration for exemptions

Identify the needs for specific exemptions. This should include an assessment or evaluation of:

  • Use and/or production of the POP listed in Annexes A and B to the Convention e.g. identify relevant industry within the country or territory, assess the quantities being used or produced;
  • The existence and feasibility of alternatives (technical feasibility, costs including environmental and health costs, efficacy, risk, availability, accessibility);
  • Time required for reducing and/or eliminating production/use (“phase-out”).

Notification for acceptable purposes

Identify the needs for acceptable purposes. This should include an assessment or evaluation of:

  • Use and/or production of the POP listed in Annex B to the Convention e.g. identify relevant industry within the country or territory, assess the quantities being used or produced;
  • The existence and feasibility of alternatives (technical feasibility, costs including environmental and health costs, efficacy, risk, availability, accessibility);
  • Time required for reducing and/or eliminating production/use (“phase-out”).
